Parliament Planning to regulate Coaching Institutes

Dear All

Mohan Singh,Samajwadi Party MP today moved Private member bill  "The Pre-Examination Coaching Centres Regulatory Authority Bill, 2010."

SHRI MOHAN SINGH has moved  the Bill to provide for the constitution of a Regulatory Authority for regulation of Pre-Examination Coaching Centres and for matters connected therewith and incidental thereto, be  taken into consideration.

Is it step to curb  coaching institutes without providing parallel arrangement

Is it step to make it other source of Government revenue:above the board and below the board
    Or
Is it step to provide relief to Students and Parents
  Or

Is it part  2 of Kapil Sibal's step to change the pattern of IIT-JEE

Opinions are invited

Also posting tweet of Trinmul MP and Quizmaster Derek O Brien

  •  The last Private Member's Bill passed by Parl was The Supreme Court (Enlargement of Criminal Appellate Jurisdiction) Bill in 1970

Also Sharing link of Speech of Najma Heptullah, BJP. It is not to the point but you will see the glimpse of Bill in Scroll moving on the screen..worth for attention  for 10 seconds....

AIEEE 2012 last minute Tip from Manoj Tanwar

Tips from  Mr Manoj Tanwar for AIEEE 2012 Applicants!! With thanks from his facebook update!!

With the AIEEE 2012 offline exam on the door, here are some tips to get that perfect score for AIEEE 2012:
First of all you need to understand that it is an unpredictable exam.
The number of questions asked in a certain subject and the marking pattern followed change almost every year, what remains constant is the accuracy and concentration level of the students while answering the questions.
In 2011, 30 questions were asked in each subject with a marking pattern of +4 and -1. The topper in the exam scored 345 marks out of 360, and the cut-off marks for general category candidates was 48 marks. Scoring anything above 180 marks (about 50 per cent of the maximum marks) would surely give you a nice branch in a good college for such a paper. Hence, the mantras of success are:
• Read the instructions carefully and devise a strategy. If a particular section of the paper has no negative marking then do attempt questions from that section. Remember that the exam tests your understanding of concepts as well as speed in solving numericals.
• Aim to attempt at least 50 per cent of the questions correctly. Read the questions for a maximum of two times and move on to the next one if the question is still not clear. For online candidates, if you feel you can come back and attempt the question later, mark it for review.
All your preparation for the board exams will now come handy here. If you had slogged for your board exams and are confident of scoring above 80 per cent marks in physics, chemistry and maths then you surely have a good chance in AIEEE.
Further, with IIT-JEE already behind you, even if you have not done well there, it is the second lifeline. Remember the mistakes like not going through the instructions, not reading the questions carefully, not solving the questions carefully etc. were the main reasons for not so good performance in IITJEE.
• If you solve questions properly keeping track of units etc. you have better chances of getting the correct answer.
• While attempting any question of organic chemistry, it is advisable to write the complete structure of the molecule showing every pi bond and the lone pairs.
• Although knowledge of subject is important, what will matter more at this point is your right frame of mind, your confidence and application of concepts learnt so far.
On, the D-Day, ensure that you have your admit card ready. If you still haven’t received this, then don’t panic. You can take a print-out of the card from the AIEEE website alongwith two passport size photographs to your examination center on the day of the exam. Remember, instead of worrying about what you have not prepared, be confident about what you have prepared. This will help you sail you through the AIEEE 2012.a

Girls:"Study in IIT-M and get male Escort and Whistle free"

CHENNAI: Male escorts for night strolls on campus and a whistle to hoot - that's what women students of IIT-Madras can expect now.

IIT-M administrators, who have mapped 'unsafe' zones, have proposed that women should not move around after 11pm without escorts, who will mostly be male student volunteers.

What if the escort turns out to be a molester? Well, the student will have to carry a whistle which she has to blow in case of an emergency.

The proposals, which have come after a series of animated discussions between the faculty and the students since last month on their morality and safety, have triggered reactio8ns that range from guffaws to frowns. "It's laughable," said a student. Another wasn't so amused. "The administration should make the so-called dangerous zones safe, not force girls to go with escorts. This is not a kindergarten," said PhD student.

It's not just a large section of students who are opposed to the idea - the faculty, too, are divided. In a closed communication of emails, some teachers said it amounted to treating students like kids.

Replying to one such mail, a senior faculty member labelled those advocating greater freedom for students as 'liberal morons'.

IIT-M director Bhaskar Ramamurthi confirmed that all the proposals are under consideration to deal with the changing characteristics of the campus. "The student population has doubled in the last few years. We are discussing measures to prevent possible sexual harassment of women students. We are also planning to restrict the use of internet in hostels as students tend to remain awake all night and wake up late. We cannot copy western models," he said.

Women students have been advised not to go alone to these places: The road between Gajendra Circle and the Biotechnology block, Gajendra Circle to Sarayu Extension, 5th Cross Road, Lake View Road, Oat Road and Delhi Avenue.

A senior teacher, defending the new norms, said there were more proposals to protect students on campus. "The management will conduct street defence classes for students. We will also install more CCTV cameras and biometric access to some places to prevent theft, alcohol consumption and entry of outsiders in the hostels," he said.

Teachers who oppose the new proposals said the management should increase patrolling to address the security issues. "If the administration does not trust the sexual maturity and morality of students, it should hold open house discussions to thrash out issues. Leading international universities like Yale, Harvard and Brown organise similar programmes to ensure a healthy and democratic relationship among residential student communities," one of them said.

Facebook acquires start up of Ranchi Born IITian

NEW DELHI: Abheek Anand, 32, was feeling a tad sad during his Singapore Airlines flight from San Francisco, which landed here on Tuesday morning. That's because the IIT-Delhi alumnus sold his startup Tagtile to Facebook last Friday after "nurturing it for a year like a baby".
"We were looking for a distribution network. And Facebook was looking for a technology partner in the mobile space. What better network on the planet than Facebook," says Anand, still jet-lagged from an 18-hour flight, and clad in jeans and a check shirt.
Tagtile was bought by Facebook the same week the social networking company acquired mobile photo sharing service Instagram for a billion dollars. Anand and his co-founder Soham Majumdar, an IIT-Kanpur alumnus, are joining Facebook as product manager and engineer, respectively, with millions in their bank accounts and coveted Facebook stock options ahead of its IPO. Anand declined to disclose the amount of cash and stock Facebook paid them for the deal, but added it was the "in millions of dollars".
Tagtile was born in a Mediterranean restaurant, Fatoush, in San Francisco around Valentine's Day last year over a glass of beer. "Abed, the restaurant owner, complained that customers from deal sites such as Groupon seldom visited the restaurant again. They gave very few tips and there was no repeat buying," says Anand. "There was no way to gain knowledge about customers' preferences."
Anand, who hails from Sahibabad near Delhi, was working at Engine Yard, a cloud computing startup in the Bay Area. Son of a doctor couple, he was keen to "burn the boats" and start on his own. Ranchi-born Majumdar was working with Google as a software engineer in Mountain View, California.
"We both knew each other from the IIT gang in Bay Area. We both wanted to start up eagerly." Four angel investors came together to pool in about half-a-million dollars and Tagtile was born in March 2011.

Back in India, the parents of both founders were not too happy with Tagtile's birth. "We were never from a business family, so felt very anxious. But after they came out with their product in three months, we felt better," says Shibnath Majumdar, the father of 31-year-old Soham who is married to a Google engineer.

"We are all Facebook users. Now we feel very proud of them," adds Majumdar, who retired as a general manager at Steel Authority of India. Anand's mother Dr Reshma Anand said she was very tense in the first few months. "But at the back of my mind, I knew he would never be happy in a 'job'."

Tagtile's business model is different from that of large discount sites such as Groupon or LivingSocial. A Tagtile application can be downloaded on any Android or Apple phone. To merchants, Tagtile offers a white, cube-shaped device that can be plugged near the cashier's desk.

HRD wants coaching OUT, board marks IN: Agenda set for 23rd April for final call

Dear Students and teachers

As the discussion continues regarding new pattern,we are directly posting from Agenda sheet released by HRD ministry. It is not a final decision but this is the agenda around which final decision is likely to be taken,

FIFTY NINTH MEETING OF THE CENRAL ADVISORY BOARD OF EDUCATION
AGENDA ITEMS & BACKGROUND NOTES 23rd APRIL, 2012  at 11.00 A.M. at
Hotel Ashok, New Delhi MINISTRY

Multiplicity of entrance examinations for admission to engineering institutions has been a cause of concern. The burden imposed on the students in terms of time, payment of examination fees and the stress caused in scheduling and preparing for each examination is tremendous and the anxiety and trauma on both the students and parents have been highlighted on numerous occasions. Besides, the present system of examination has unwittingly distorted the very foundations of the school education system; rote learning and coaching have taken precedence over the analytical and problem solving ability

The Council accepted the report of the Ramasami Committee and decided that the report would also be placed before CABE and the State Education Ministers so that the new system could be put in place by the academic session 2013-14.

The proposal to hold a common National Examination with weightage to State Board results, normalized on the basis of percentile formula, for admission to engineering institutions was endorsed ‘in-principle’ by the Education Ministers in the State Education Ministers’ conference held on 22nd February, 2012. This note gives details of the implementation of the admission procedure to be adopted by the CFTIs for the admission process in 2013 as also by the States and other institutions wanting to be part of the single examination system. The single entrance examination for admission to engineering programmes in the Centrally Funded Technical Institutes and other willing institutions will be named as the Joint Entrance Examination (JEE).2

MAIN and ADVANCE Papers: The JEE will consist of two papers MAIN and ADVANCE The first MAIN paper – usually scheduled in the morning hours – will be an examination of 180 minutes. The main objective of the first paper will be test the foundational understanding of the candidate in Physics, Chemistry and Mathematics as learnt in the 10+2 years. The examination (test) will be designed by not only the domain experts of Physics, Chemistry and Mathematics but could also involve participation of experts in Psychometry. The second paper ADVANCE in the afternoon will also be a paper of 180 minutes duration. It will have the same syllabus as the MAIN paper. The questions will test the problem-solving abilities of students besides the skills of problem formulation and incisive thinking. The JEE result will specify the Board Marks (in equivalent terms), the Main examination marks and the Advance examination marks. Board Marks - The JEE result will specify the Board Marks. The percentile rank of a student in the science stream in the Board, he or she appears in, will be the marks out of hundred for the Board marks component. The rank should be given up to 9 decimal places to enable tie breaking. The formula to be used for the percentile rank is to be (cℓ+0.5ƒi)/N*100 where cℓ is the count of all scores less than the score of interest, ƒi is the frequency of the score of interest (the number of students with the same score), and N is the number of examinees in the sample. The percentile rank of students are to be based on the scores obtained from adding the marks obtained in the Board examination in the following subjects: a) Physics, b) Chemistry, c) Mathematics, d) one language subject, e) best subject among the electives taken by the student. MAIN and ADVANCE Test Syllabi - The syllabus for Main and Advance tests will be the same. This common syllabus will be prescribed by the Academic Group of the JEE each year. Application Forms – Candidates will submit separate application forms for a) taking the JEE and b) for admission to the participating CFTIs and other institutions. Application for JEE will result in allotment of a reference JEE number. After obtaining this number, a candidate has to apply for admission in specific participating CFTIs/ other participating technical institutions quoting this number. This will enable the linkage between the two applications.

CFTI Rank Assignment - In addition to the marks in the three components, a CFTI Rank will also be provided to each candidate. The rank will be determined by using the following weightages: Board marks – 40%, Main Test – 30%, Advance Test – 30%. Tie breaks will be handled in the following order: a) Board Percentile Rank, b) 3
Main Test marks, c) Advance Test marks, d) marks in the subject with the lowest average marks of the Advance test, e) marks in the subject with the second lowest average marks of the Advance test, and f) marks in the subject with the third lowest average marks of the Advance test.

For more details....experts to read the full agenda and also enlighten us....its getting bit complex too for us to handle
