CBSE, HRD ministry ignored ISI inputs in Normalisation formula

The Indian Statistical Institute (ISI), has separate themselves from crucial normalisation formula implemented for jee main 2013.
The institute, which had given inputs to help formulate the normalisation procedure, put out a document on its website detailing how the CBSE chairman and HRD ministry officials disregarded its views despite support from experts such as the former Atomic Energy Commission chairman, Anil Kakodkar, and CSIR director-general Samir K. Brahmachari.
“While experts from the ISI provided their official inputs at various stages of the deliberations, the ultimate decisions were taken without involving ISI, and those decisions were not in conformity with ISI recommendations,” the document said.
Based on analysis of data, the ISI had suggested that the board percentile of a student should be matched with the corresponding national JEE-Main percentile for normalisation of scores (See chart).
The normalised score gets 40 per cent weightage for admission to the National Institutes of Technology (NITs).
However, this suggestion was ignored by senior HRD ministry officials, CBSE chairman Vineet Joshi and AICTE chairman S.S. Mantha, the ISI said.
During discussions, Joshi suggested that a candidate’s board percentile should be matched with the corresponding JEE Main percentile within the same board.
Mantha suggested a middle path, which was accepted. So, the board percentile is now matched with both the corresponding national JEE Main percentile and the board-specific JEE percentile.
The ISI’s analysis suggested that the procedure the CBSE’s Joshi had suggested would benefit CBSE students the most.
The final formula, which is a blend of the two, could have led to the present chaos in the final ranking in the JEE-Main combined score, an ISI official said. Hundreds of students have complained to the CBSE against the normalisation procedure since they have slipped significantly in the final tally compared with their rank in JEE-Main. Despite efforts, no comment could be obtained from Joshi.
An HRD ministry official said the ministry would undertake a complete review of the reforms in the JEE shortly.
