Supreme Court stayed the Gujarat High Court to refresh with a new merit list for the aspiring 70,000 engineering students who had applied for the admission to the first year in various engineering colleges across the state. The State High court has held that Admission Committee for Professional Courses (ACPC) had wrongly calculated percentile ranks of students who did not belong to the state examination board. They were twenty three. The apex court has asked to reconsider the admission of these students once again. These students have questioned the admission process because of scoring low percentile marks despite scoring well in their respective board. The committee had already permitted admission to 54,000 students and the remaining 16,000 with management quota to various colleges. The fresh list will give 60% weightage to board exam results and 40% to the Joint Entrance Exams (JEE). The high court has given specific instruction to the admission authority that it should not gauge the percentile of central board students merely on the basis of those who had registered for the admission process in Gujarat. Instead, their percentile should be calculated on the basis of their performance in their board exam. This direction was passed after the bench felt that the calculations had discrepancies with the provisions of the Bachelor of Engineering & Technology (Regulation of Admission & Payment of Fees) Rules 2013, and violated Article 14 of the Constitution.
The adoption of two-stage pattern has led many controversies from students and parents this year due to "normalisation of marks" and the “Top-20 percentile norm". This has many students to miss seats in IITs and NITs, despite securing better marks in the JEE entrance and their board exams. Several students have approached the courts against the new JEE format and a case is pending in the Supreme Court. Andhra Pradesh students were the worst-affected.
M.M. Pallam Raju, UMHRD minister will hold a meeting with the Joint Admission Board, which monitors admissions for IITs, on August 18.
Next year's exam pattern will either be retaining the previous IIT-JEE format or continue with the two-stage JEE, with amendments. This will be announced early, by the first week of September. Through this students will become much aware of the pattern and can prepare accordingly.
JEE reforms have been changed with an aim to reduce the high-end dependency on "coaching institutes" and concentrate more on board examination.
However, the corrective decisions will be made by debating on various issues in the department, aiming for a better JEE examination format for the academic year 2014-15.
Lack of adequate vigilance by the administration and IIT-G authorities has turned the bank of the Brahmaputra in North Guwahati into a favourite party destination for students of IIT-Guwahati.
IIT-G student Ravindra Kumar Meena, who hailed from Dholpur in Rajasthan, was partying on the Brahmaputra bank, along with six other students, on Monday evening. He drowned when he decided to take a bath in the river. While two of his friends were saved by locals, Meena could not be traced. On Friday morning, his body was found floating near the river bank.
"For the last few years, students often frequent the banks of the Brahmaputra for enjoying drinking sessions. Since there is no police patrolling in the area, students find the riverbank a favourable destination for partying and bathing, which is dangerous," said an eyewitness of the drowning incident.
Police said beer bottles were recovered from the site where IIT-G students were partying.
A senior official of National Disaster Response Force (NDRF) said, "Students who come from outside Assam are hardly aware of the strong currents of the Brahmaputra which is very dynamic. During the monsoon, the current in the river is very strong." He said IIT-G authorities should sensitize its students, particularly those coming from outside, about the Brahmaputra and its hazards, especially during the monsoon.
The IIT-G authorities, on the other hand, said if students have been going for partying on the bank of Brahmaputra by putting their lives in danger, the local residents should have at least apprised the matter to IIT-G authorities. "Till today, none of the locals of North Guwahati have informed us that our students are going for partying near the Brahmaputra river bank. We will definitely act if such things occur. But one should not make a sweeping statement against IIT-students," said Labanu Konwar, spokesman of IIT-G.
Konwar said there is strict instruction to all IIT-G students to reach the campus by 10:30 pm, but the drowning incident took place at 9:30 pm on Monday.
Kamrup (Metro) deputy commissioner Ashutosh Agnihotri said the district authorities will be cautious so such an incident doesn't happen again. "Students need to act responsibly. It is impossible to keep vigil everywhere," said Agnihotri.
A team of researchers from IIT Kharagpur have devised a filter called 'Kharagpur filter' for providing clean water to children of village schools, where students mostly rely on well water for drinking.
"This filter is economical in design and requires no maintenance. It does not need any electricity,” says Dr Jayanta Bhattacharya, the lead researcher.
The idea to have such a filter for the villages was mooted four years ago after seeing flood in West Midnapur where people, particularly children, could be seen standing on water, yet not being able drink a drop of water. The filter is initially being tried in three villages where children drink water from wells. The filtered water in these schools is also used for cooking mid-day meals. After testing for a month, the filter will be tried in slum areas.
The micro-level tests on the filtered water has shown that the bacterial level reduces by nearly 50% and the dissolved oxygen level has improved by 30-50%., Dr Bhattacharya said.
"One major way this filter differs from the domestic water filter is that while in the latter there is a continuous water column, in this, we have broken the column so that water mixes with air and oxygen gets enhanced in water. This reduces the pathogenic microbes."
Dr Bhattacharya said he was open to partnering with an agency to market the product. "But more than commercialisation, I would like that it is used in more places where there is no continuous flow of water.
"The school children drink water from the well which is unhygienic. We will find this very useful on a long term basis," said Rakhi Bisus of a primary school.
An Indian Institute of Technology (IIT) professor has designed a pan-Indian script — Bharati — to make communication easier across various Indian languages.
“There were two reasons. First, most of the major Indian scripts share a common structure – vowels (a, aa …), consonants (ka, kha…), consonant-vowel combinations (ka, kaa, ki...) and so on. But, we still have a large number of scripts. Secondly, though the Indian alphabet system has a logical organisation, its design has inconsistencies and the characters are complicated. Bharati tries to address this with simple and easy characters,” says Dr V Srinivasa Chakravarthy, professor, IIT Madras. There are 22 official languages and 9 major scripts in the country.
“We have applied for a patent. The next step was a software to recognise the handwritten script on a computer,”he added.

As per the data provided
by the Directorate of Technical Education (DTE), Maharashtra,
around 50,603 seats are vacant at the end of the third round of the MT CET 2013
Counselling. More than 2.80 lakh students had appeared for the MT CET 2013
examination for admissions to the engineering courses in the state. Out of
these, not even half have taken up admissions. The figure is slightly higher
from last year when around 44,000 seats were left vacant.
As per reports, two new
engineering colleges were atrted in the state while the intake in the existing
ones was increased with more than 10,000 seats. This decision came on the heel
of the AICTE’s permission to increase the capacity with a second shift. Around
7,500 seats have been cancelled voluntarily by the colleges as per the latest
reports.
A first for leading
colleges like VJTI, Mumbai, and CoE, Pune where vacancies lead to a third round
of admissions while IITs and NITs admissions were late on account of the
controversies dogging the CSAB allotments and percentile issues along with
other delays. Even the IITs witnessed an extra round of admissions as many
students opted out of branches they didn’t like but were allotted. According to
the DTE statistics, students have given the least preference to branches like
IT and electronics and telecommunications (E&T) while the maximum
preference was for core branches like civil and mechanical
A large number of students from Bhopal have joined and signed the petition opposing the normalization process introduced in the Joint Entrance Examination (JEE) by the Central Board of Secondary Education (CBSE).
The normalization of class XII marks, a new formula introduced by the CBSE in the admission process admission to National Institutes of Technology (NITs) and other Central government aided technical educational institutions, has led to confusion as several students who scored high rank in JEE mains failed to make the cut.
JEE rankings are based on two parts, first JEE main marks (60%) and second, board Marks (40 %).
Supreme Court is likely to take up a case on Thursday.
Kshitij Grag, 25, a pass out from BITS Pilani who had launched an online petition to mobilize countrywide support against the CBSE decision, said the problem lies with the second component (40% board's weightage of 144 marks out of the total 360).
The students of Bhopal and from all across Madhya Pradesh have also supported his petition.
Speaking to TOI Kshitij said, "We are going to challenge the transfer of the case to Supreme Court. We want the case to continue in the Andhra Pradesh high court where it was going on for the past two weeks."
However, the CBSE insisted for transferring the case to the apex court.
Ekaansh Mathur, an aspirant and student of MP Board who couldn't make it because of the "skewed" weightage system said "We are taking help from Kshitij".
Kshitij helps the students with their petitions and also appears in the court hearings. Many students from Bhopal are also taking help and guidance from him reaching him through the petition page created online and Facebook page.
Vidit Jain (18) a student of MP board who scored 200 marks out of 360 in JEE mains is shocked because of a low rank he has received despite high score in entrance examination. He didn't even appear for PET because he was certain about making it to NIT but now but the normalization process has shut all doors for him.
The government will make a detailed analysis of the results of the Joint Entrance Exam (JEE) 2013 to see whether the goals for which the format was changed have been met, HRD minister Pallam Raju said.
“We will certainly do an analysis of the 2013 results to assess whether we have achieved the goals we wanted to by changing the format — whether more children from rural areas had benefitted due to the weightage given to the school grades, whether more girls have been able to get admission or whether coached students have retained their edge. Let us do a detailed analysis and see whether we have actually balanced. Only after that we can arrive at a conclusion whether a change is required next year or not,” Raju told HT.
The pattern for the JEE exam for admission to IITs was changed this year to a two staged exam — JEE (mains) and JEE (advanced). Only the top 1.5 lakh students from JEE (mains) were allowed to appear for the JEE (advanced).
Till last year there was a single exam for admission to IITs.
Admitting that 79 students had been denied admission to IITs because of ‘confusion’ in the cut-offs, he said, “I would have been equally concerned if it had affected just one student. But the matter is now in the court.”
JAB meet to discuss JEE 2014 pattern
The Joint Admission Board (JAB) will meet on August 18 to discuss the pattern that should be adopted for JEE 2014. Following this, the IIT Council chaired by HRD minister is likely to meet on September 3 to take a final decision for next year.
The JAB is a body which looks after the admission process for IITs. The meeting chaired by IIT Delhi director RV Shevgaonkar hopes to come up with a solution to the problems faced under the new pattern.
It will also discuss whether a two stage exam is required or not and also whether the 20 percentile eligibility should continue for 2014. A detailed report on JEE 2013 will be discussed.
JAB will give its inputs to the IIT Council meet on September 3, which will finally decide on next year’s pattern.
