JEE 2013, New format fails in first attempt?

JEE 2013 is over now and results for both JEE Main 2013 and JEE Advanced 2013 has released now. For the first time weightage to board marks was given to get admission under engineering institutes across the country.

To get admission into NITs and other CFTIs 40% weightage was given to XII board marks
To get admission in IITs students must be under top 20 percentile in their respective boards. To come under this criteria is a big headache for some state boards like Andhra Pradesh, Tamilnadu etc…
CBSE and IITs jointly introduced normalisation formula to bring all the boards on same level. Normalisation formula was controversial since starting but creating big problem after announcement of JEE results.Everyone knew that CBSE will give 40% weightage to board results this year on the basis of normalisation formula but no one knew that ‘what is normalisation formula’. Even till May this year, hectic, desperate meetings were being held in the HRD Ministry to arrive at a workable, bias-free admission formula. CBSE released final details on normalisation in month of May this year.
But what happened, formula was not bug free, after announcement of result students are strongly opposing normalisation, so does it mean, JEE 2013 new format fails in first attempt?
HRD ministry introduced JEE 2013 new format last year under the leadership of former HRD minister Kapil Sibal. The new format was introduced to give equal importance to schools.
