What’s happening? Why students are surrendering seats from IIT Delhi?

Second round of IIT counselling is over and still 400 seats are left vacant. After second round of counselling 260 students surrendered their seats under the ‘exit policy’. What might be resonss, new IITs? No, in these 61 students are those who were assigned seats in IIT Delhi.
“All these seats will be filled after third round of counseling and no seat will be vacant,” Prof H C Gupta organising chairman JEE 2013 said.
The third round and final allotment of seats will be held on July 15.
What is Exit Policy
Last year IITs introduced the exit policy under which the student is permitted to surrender his seat within a stipulated time.
The refund money under the exit policy has acted as an incentive for students to inform the institute before joining elsewhere.
Another advantage of the exit policy is that those who surrender their seats also get a second chance of sitting in the IIT JEE exam.
